I personally think he also suffered from trying to not rock the boat too much since there was Lose Your Mind Find Your Soul Shirt pressure on him to be middle of the road and make everybody happy as the first black president. I got the impression the drone strikes (while horrid) were an alternative to (yet another) ground war. Is that not a valid assumption? Drone strikes, deportation policies (both of which Trump is worse on, obviously), but the worst was his lack of action and seeming need to pointlessly bend over backward to compromise with republicans (who he knew were acting in bad faith) at every turn.
